Joe Morrow was born in Alloa and brought up in Fife and has been resident in the Dundee area for over 40 years. For 40 years, he has been actively involved in community and civic life in Scotland, being involved with numerous charities, community activities and civic duties. 

Dr Morrow is currently the Lord Lyon and he was appointed to that Office on 14th January 2014 and was sworn in before the Lord President of the Court of Session on 27th February 2014.

He is a member of the Faculty of Advocates. He has previously been a solicitor and was appointed King’s Counsel in September 2015.

He has been a member of the prison visiting committees of HMP Perth and HMP Friarton. He was also Her Majesty’s Commissioner for the Mental Welfare Commission of Scotland between 1998 and 2006.

Joe was President of the Additional Support Needs Tribunal for Scotland from 2010 until 2014 and President of the Mental Health Tribunal for Scotland from 2008 until 2019.

In 2009, he was appointed Vice Lord Lieutenant of the City of Dundee.  He held positions of Convenor of Economic Development Committee and Chair of the Dundee Waterfront Board which brought the V and A to Dundee. 

Joe also holds several voluntary positions, including Honorary President of the Scottish Genealogical Society; Vice President of the Royal Celtic Society; Honorary member of the Greenock Burns Club (The Mother Club) and Honorary member of Irvine Burns Club. 

He is also a trustee of several charitable trusts in the Dundee area and across Scotland.
Dr Morrow has many interests including State Ceremonial and mental health.
